
George R. Maxfield Jr., Undersheriff
Undersheriff Maxfield began his career with the Sheriff’s Office in 1998 as a Corrections Officer. In March 2000, he transferred to the Road Patrol Division as a lateral transfer from the Village of Corinth Police Department. During his tenure as a Deputy Sheriff, he also served in specialized roles within the agency’s K9 and Narcotics units. In January 2016, he was promoted to Sergeant, where he supervised the Road Patrol Division. In May 2017, he advanced to the rank of Investigator, also serving as a Crime Scene Specialist, Fire Investigator, and Crisis Negotiator. In June 2021, he was promoted to Senior Investigator, where he directly supervised the Sheriff’s Office Narcotics Unit, assisted in overseeing the Criminal Investigations Unit, and played a key role in managing complex and high-level investigations. Two years later, in October 2023, he was promoted to Captain and assumed command of the Office of Professional Standards. In this capacity, he was responsible for agency accreditation, training for the Road Patrol Division, and internal investigations across all divisions of the Sheriff’s Office. In March 2025, Undersheriff Maxfield graduated from the 293rd session of the FBI National Academy in Quantico, Virginia — one of the world’s premier law enforcement leadership programs — marking a significant professional achievement in his career. He is the fourth member in the history of the Saratoga County Sheriff’s Office to complete this prestigious program.
Beyond his professional service, Undersheriff Maxfield has demonstrated a lifelong commitment to community service, having previously volunteered with the Halfmoon-Waterford Fire Department and the Clifton Park-Halfmoon Emergency Corps.

Patrick M. Maswich, Chief Deputy
Patrick M. Maswich is a lifelong resident of Saratoga County and began his career with the Saratoga County Sheriff’s Office as a Deputy Sheriff in September of 1998. In September of 2006 he was promoted to the rank of Sergeant. During this time, he joined the collision reconstruction unit and became certified in basic and advanced collision reconstruction. He also was a member of the county 911 radio and TRACS projects as a trainer for both and oversaw the warrants division. In September of 2015 he was promoted to the rank of Patrol Lieutenant and became a member of the FBI Joint Terrorism Task Force executive committee. In April of 2018 he was promoted to the rank of Administrative Captain. In this role he oversaw the K9, Dive, Collision Reconstruction, Navigation, and Training units and was tasked with recruiting and hiring for the road patrol. He also participated in the complete revision of the Sheriff’s Office Policies and Procedures. In January of 2022 he was assigned to the newly created Office of Professional Standards where he was responsible for overseeing investigations of misconduct, identifying, and updating policy concerns, oversight of the accreditation program and continuing to oversee the training unit. During this time, he also oversaw the rollout and implementation of the Sheriff’s Office body worn and in car camera systems. In June of 2023, he was promoted to the rank of Chief Deputy. In this role he serves as the leader for the Law Enforcement Division of the Sheriff’s Office.

Matthew J. Martingano, Corrections Administrator
Matthew Martingano was promoted to the rank of Corrections Administrator in July 2025. He was hired by the Saratoga County Sheriff’s Office in June 2023 as the Assistant Corrections Administrator, attaining the rank of Captain. Matthew began his career in Corrections in September 2010, as a correction officer in DOCCS. In May 2016 he was promoted to the rank of Sergeant, where he focused on jail intelligence and crisis intervention. While being employed by the Sheriff’s office, Matthew has completed several correctional leadership and management courses. As the corrections administrator, Matthew oversees the daily operations of the Saratoga County Correctional Facility, including hiring, recruitment and the formulation & initiation of policies and programs. Matthew resides in Saratoga County in the Town of Clifton Park.

Steven G. Gordon, Director of Emergency Communications
Steven G. Gordon has been the Director of Emergency Communications since 2012. He began his career with the agency in February 1998 as a Desk Officer in the Communications Center. In January 2006, he was promoted to Desk Sergeant within the Communications Division, where he was responsible for shift supervision and served as the program manager for the Public Safety Answering Point (PSAP) Accreditation program.
As the Director, Steve oversees the administrative functions of the Emergency Communications Division. He is a member of several professional associations, including the National Emergency Number Association (NENA), the Association of Public-Safety Communications Officials (APCO Intl), and the New York State 9-1-1 Coordinators Association. Steve also serves on committees that review and develop best practices for public safety communications agencies at both the national and state levels. Additionally, he is a PSAP Assessor for the New York State Sheriff’s Association and has recently obtained certification from NENA as an Emergency Number Professional (ENP).

Andre M. Delvaux, Director of Emergency Management
Andre M. Delvaux, a lifelong Saratoga County resident, has dedicated over three decades to public safety, emergency medical services, and community leadership within the region.
Andre’s commitment to public service began in 1988 when he joined the Moreau Emergency Squad, Inc., where he has served continuously for over 35 years. Since that time, he has steadily advanced through the ranks, holding numerous leadership positions, including Captain and Chief Operations Officer. Throughout his career, he has served as an active regional provider, Paramedic preceptor and as a staff Paramedic in the Town of Corinth, further deepening his involvement in Saratoga County emergency services.
Andre’s professional expertise is underpinned by a robust educational background. He earned an Associate of Applied Science (AAS) in Nursing from Adirondack Community College in Queensbury in 1993. He continued his academic advancement by earning a Bachelor of Science (BS) in Community and Human Services with a concentration in Emergency Management from SUNY-Empire State College in Saratoga Springs in 2008, followed by a Master of Public Administration (MPA) from Marist College in 2011.
Andre’s extensive career includes service both as a Paramedic and a Registered Nurse in the area. His 29 years of nursing tenures were primarily at Saratoga Hospital, where he worked in the cardiac step-down unit, the Emergency Department and later at Wilton Medical Arts.
Demonstrating a lifelong commitment to the community, Andre attained the rank of Eagle Scout in 1989. He further served the county for a decade as a Deputy EMS Coordinator (2003–2012) and as Vice Chair of the Saratoga County EMS Council (2009–2014).
In March 2023, Andre was appointed to his current role as Director of Emergency Management for the County of Saratoga. In this critical position, he is responsible for coordinating the county’s preparedness, response, and recovery efforts for all major emergencies and disasters, leveraging his decades of local expertise and leadership to ensure the safety and resilience of all Saratoga County residents.
