
George R. Maxfield Jr., Undersheriff
Undersheriff Maxfield began his career with the Sheriff’s Office in 1998 as a corrections officer. In March 2000, he transferred to the Law Enforcement Division as a lateral transfer from the Village of Corinth Police Department. During his tenure as a deputy sheriff, he also served in specialized roles within the agency’s K-9 and Narcotics Units. In January 2016, he was promoted to sergeant, where he supervised the Patrol Unit. In May 2017, he advanced to the rank of investigator, also serving as a crime scene specialist, fire investigator, and crisis negotiator. In June 2021, he was promoted to senior investigator, where he directly supervised the Sheriff’s Office’s Narcotics Unit, assisted in overseeing the Criminal Investigations Unit, and played a key role in managing complex and high-level investigations. In October 2023, he was promoted to captain and assumed command of the Office of Professional Standards. In this capacity, he was responsible for agency accreditation, training for the Law Enforcement Division, and internal investigations across all divisions of the Sheriff’s Office. In March 2025, Undersheriff Maxfield graduated from the 293rd session of the FBI National Academy in Quantico, VA — one of the world’s premier law enforcement leadership programs — marking a significant professional achievement in his career. He is the fourth member in the history of the Saratoga County Sheriff’s Office to complete this prestigious program.
Beyond his professional service, Undersheriff Maxfield has demonstrated a lifelong commitment to community service, having previously volunteered with the Halfmoon-Waterford Fire Department and the Clifton Park-Halfmoon Emergency Corps.

Patrick M. Maswich, Chief Deputy
Patrick M. Maswich is a lifelong resident of Saratoga County and began his career with the Saratoga County Sheriff’s Office as a deputy sheriff in September 1998. In September 2006, he was promoted to the rank of sergeant. During this time, he joined the Collision Reconstruction Unit and became certified in basic and advanced collision reconstruction. He also was a member of the Saratoga County 911 radio and TraCS projects, served as a trainer for both, and oversaw warrants for the agency. In September 2015, he was promoted to the rank of lieutenant and became a member of the FBI Joint Terrorism Task Force Executive Committee. In April 2018, he was promoted to the rank of captain. In this role he oversaw the K-9, Dive, Collision Reconstruction, Marine Patrol and Training Units and was tasked with recruiting and hiring for the road patrol. He also participated in the complete revision of the Sheriff’s Office’s policies and procedures. In January 2022, he was assigned to the newly created Office of Professional Standards where he was responsible for overseeing investigations of misconduct, identifying, and updating policy concerns, oversight of the accreditation program and continuing to oversee the training unit. During this time, he also oversaw the rollout and implementation of the Sheriff’s Office body worn and in-car camera systems. In June 2023, he was promoted to the rank of chief deputy. In this role he serves as the leader of the Law Enforcement Division of the Sheriff’s Office.

Matthew J. Martingano, Corrections Administrator
Matthew Martingano was hired by the Saratoga County Sheriff’s Office in June 2023, as the assistant corrections administrator where he attained the rank of captain. He was promoted to corrections administrator with the rank of colonel in July 2025. Colonel Martingano began his career in corrections in September 2010, as a correction officer with the New York State Department of Corrections and Community Supervision (DOCCS). In May 2016, he was promoted to the rank of sergeant with DOCCS where he focused on jail intelligence and crisis intervention. During his tenure with the Sheriff’s Office, Colonel Martingano has completed several correctional leadership and management courses. As the corrections administrator, he oversees the daily operations of the Saratoga County Correctional Facility, including hiring, recruitment and the formulation and initiation of policies and programs.

Steven G. Gordon, Director of Emergency Communications
Steven G. Gordon has been the Director of Emergency Communications since 2012. He began his career with the agency in February 1998, as a desk officer in the Communications Division. In January 2006, he was promoted to desk sergeant, where he was responsible for shift supervision and served as the program manager for the Public Safety Answering Point (PSAP) Accreditation program.
Director Gordon oversees the administrative functions of the Communications Division. He is a member of several professional associations, including the National Emergency Number Association (NENA), the Association of Public Safety Communications Officials (APCO Intl.), and the New York State 911 Coordinators Association. Director Gordon also serves on committees that review and develop best practices for public safety communications agencies at both the state and national levels. Additionally, he is a PSAP assessor for the New York State Sheriffs’ Association and recently obtained certification from NENA as an emergency number professional (ENP).

Andre M. Delvaux, Director of Emergency Management
Andre M. Delvaux, a lifelong Saratoga County resident, has dedicated over three decades to public safety, emergency medical services, and community leadership within the region.
Director Delvaux’s commitment to public service began in 1988 when he joined the Moreau Emergency Squad, Inc., where he has served continuously for over 35 years. Since that time, he has steadily advanced through the ranks, holding numerous leadership positions, including captain and chief operations officer. Throughout his career, he has served as an active regional provider, paramedic preceptor and staff paramedic in the town of Corinth, further deepening his involvement in Saratoga County emergency services.
His professional expertise is underpinned by a robust educational background. He earned an Associate of Applied Science in Nursing from Adirondack Community College in 1993. Director Delvaux continued his academic advancement by earning a Bachelor of Science in Community and Human Services with a concentration in Emergency Management from SUNY-Empire State College in 2008, followed by a Master of Public Administration from Marist College in 2011.
His extensive career includes service both as a paramedic and a registered nurse in the area. The majority of his 29 years of nursing were primarily at Saratoga Hospital where he worked in the cardiac step-down unit, the emergency department and later at Wilton Medical Arts.
Demonstrating a lifelong commitment to the community, Director Delvaux attained the rank of Eagle Scout in 1989. He further served the County for a decade as a deputy EMS coordinator (2003–2012) and as vice chair of the Saratoga County EMS Council (2009–2014).
In March 2023, he was appointed to his current role as the Saratoga County Director of Emergency Management. In this critical position, he is responsible for coordinating the County’s preparedness, response and recovery efforts for all major emergencies and disasters, leveraging his decades of local expertise and leadership to ensure the safety and resilience of all Saratoga County residents.
